Tax stability ranking
Which countries change their rules most?
Over the last 24 months, Heed recorded the fewest rule changes for Greece, Andorra and Belgium, and the most for the United Kingdom, the United States and Australia.
A low rate is worth less if the rules keep moving. Heed counts every change it has recorded for each country over the last 24 months from official sources: tax, residency, banking, company and reporting rules, including proposals it is tracking and changes already announced for a later date. The count follows what Heed reads, so a country with fewer official sources on record can look calmer than it is.
